SIDC provides offers blight remediation assistance to communities through a variety of programs.

Blight Clearance Program


The Blight Clearance Program was designed to allow communities a funding source for the demolition and environmental clearance of blighted properties. Projects range from demolition and/or clearance projects to environmental clean-up. This program is currently suspended but it anticipated to be showcased in the fall of 2018 as a result of OCRA’s 2018 Action Plan draft. Brownfield Investigation and Rehabilitation


Inventory

SIDC maintains an active inventory list of regional sites considered potential Brownfields. A listing in the
inventory does not determine a site to be a Brownfield (a site with hazardous materials or petroleum
contamination of some degree). Sites are continuously updated as either clear or prioritized for assessment options for clearing. 

Assessments

Phase 1 and Phase 2 assessments are utilized to determine if a suspect Brownfield site is clear or contaminated. Before any community acquires a property (and its liability) it is highly recommended that assessments of the site be completed prior to any such acquisition. When possible, SIDC can sometimes assist with assessment costs through EPA funds or by seeking assistance through the IFA Indiana Brownfields Program. 


Clean-up Plans

Clean-up plans are used for the purpose of seeking funding for cleaning up contaminated Brownfield sites. Severe contaminations often require the use of legal teams who trace former property insurance plans that in the State of Indiana retain liability for properties insured at the time of use of contaminants.
